Level of Effort

ProcBox calculates the average number of hours/period for the data provided.  Level of Effort hours should be relatively stable over the period of performance.  ProcBox allows the user to select the percentage from the average or number of standard deviations to analyze.  Whenever a period is greater than the chosen delta, the user should check that period for an anomalous condition.  For example, did a problem occur in that month to make that month higher/lower than expected?  Validating these conditions can raise/lower the level of effort period estimate to a more accurate and realistic value.
